He has dyslexia, which can be exacerbated by fatigue. He's not slurring his words, he's substituting other ones, which suggests he's having problems reading. Plus the fact that he's leaning in towards the camera/prompter. You guys should listen to some of the presidential campaign speeches when they're tired.
I'm sure that if any regular person were getting the amount of sleep he probably does, they would probably not have perfectly functional speech, either - dyslexia or not.
